Mission: what outcome the system is allowed to optimize.
Budget: maximum spend per action, day and month.
Reserve: cash the agent cannot spend.
Forbidden actions: withdrawals, borrowing, token issuance, personal-account access and other actions outside the mandate.
Approvals: actions requiring a human decision.
Kill criteria: when an experiment stops automatically.
Audit: what must be recorded for every material action.
Prompts influence behavior. Policy determines authority. Keep those two layers separate.
